DETROIT (WXYZ) – Detroit Police say they have arrested the manager of the Allstars Topless bar for employing a 14-year-old girl as a topless dancer.

Andrew Hutson, 31, was arrested Wednesday at the club and has been arraigned on a 20-year felony charge of child sexually abusive activity.

During a news conference Friday afternoon, officials from Detroit Police and the Wayne County Prosecutor’s office told reporters that the Mobile Strike Force unit and the Sex Crimes unit made the bust after being alerted by the child’s mother.

When the mother found out what her daughter was doing, she went to the club, got the teen and called police.

Investigators say the girl danced at the club for two months. She reportedly used fake identification to get hired. She was making around $350 a night, and turned most of that money to the club and for tipping the DJ and other employees.

“It is sickening by itself that this defendant allegedly knowingly allowed a child to dance in his establishment,” said Chief Warren Evans. “But to profit from it is a whole other level of exploitation.”  

Prosecutor Kym Worthy signed the warrant charging Hutson with the felony.

“The facts alleged in this case are truly disturbing because this is exploitation of a young female at the most base level,” says Prosecutor Worthy. “Our youth are not some cheap commodity, to be used and cast aside. We are sending a clear message that if you hire underage women you will face criminal charges.”

Investigators say the 14-year-old girl has known mental issues. Authorities also say the club has been a trouble spot in past.

Chief Evans says he will now try to get the club’s business and liquor license suspended or revoked.

Dancers must be licensed with the city of Detroit in order to perform at a strip club. They must also be 18 years of age.
